Elderly Man Identified in Fatal Deputy Shooting in Bagley

Dennis Hoie Obituary, Death – The Minnesota Bureau of Criminal Apprehension (BCA) has released the identity of the man who was fatally shot by a sheriff’s deputy in Clearwater County last week. The deceased is 75-year-old Dennis Hoie of Bagley, who was shot and killed last Thursday by Clearwater County Deputy Noah Hallman.

The BCA’s initial investigation outlined the sequence of events leading to the fatal confrontation. The incident began when a deputy attempted to arrest Hoie at a gas station along U.S. Highway 2 in Bagley based on an outstanding warrant. During the attempted arrest, an altercation ensued, and Hoie fled the scene in his pickup truck.

The pursuit was quickly brought to an end when a Bagley police officer successfully executed a PIT maneuver, causing Hoie’s truck to spin out and stop in a residential driveway. Following the stop, both the police officer and sheriff’s deputies attempted to get Hoie to exit the vehicle.

The situation escalated when Deputy Hallman, in an effort to gain control, broke the glass of the pickup’s passenger side window. At this moment, according to the BCA, Hoie pulled a flare gun and fired it toward the deputies positioned on the driver’s side of the vehicle. In response, Deputy Hallman discharged his handgun through the passenger side window, striking Hoie.

Dennis Hoie died at the scene. One other deputy sustained a graze wound to the head, which fortunately did not require medical treatment. The BCA confirmed that a flare gun was recovered at the scene of the shooting. Body camera footage of the entire incident has also been collected as part of the investigation.

Deputy Hallman, who has three years of experience in law enforcement, has been placed on mandatory critical incident leave, which is standard procedure following an officer-involved shooting. The Minnesota BCA continues to lead the investigation, working to review all evidence and establish a complete understanding of the circumstances surrounding the fatal use of force.


The BCA’s full investigation will determine whether the use of deadly force was justified given the threat posed by the flare gun. The presence of body camera footage should assist greatly in providing clarity to the sequence of events.
